Self-service tenant orchestration for the gridfractal staging environment.

• Register for an account, then wait for an admin to approve.
• Once approved, create one or more tenants. Each tenant is an isolated gridfractal instance with its own database, message queue, identity realm, and storage bucket.
• The first user to register on a fresh deployment is automatically granted admin.
